Mr. Herman has a general civil litigation practice with special emphasis in transportation. Mr. Herman was on the legal staff of the Missouri Pacific Railroad Company in St. Louis, Missouri from 1977 to 1978, following which he entered private practice in Chicago, specializing in domestic and international transportation law. While employed by Missouri Pacific Railroad, Mr. Herman worked on legal matters related to the Interstate Commerce Act and the transportation of hazardous materials. In private practice, Mr. Herman has continued his domestic and international transportation practice, expanding it to include admiralty and maritime work. Mr. Herman also practices law in the areas of general civil litigation, contracts, and real estate. Mr. Herman has been deeply involved in litigation and client counseling related to railroad private car compensation (mileage allowances); excess empty mileage charges; rail regulated/unregulated and private/public track issues; rail car fleet repositioning movements; railroad sidetrack leases and industry track agreements; admiralty; maritime; rail and truck freight charges, demurrage charges and storage charges; railroad service issues; railroad line sales; Harbor Maintenance Tax litigation and claims procedures; ocean, rail and truck freight loss and damage; and various regulatory issues, including hazardous materials matters. Mr. Herman has also been involved in litigation, drafting of contracts and counseling related to ocean, truck and rail transportation and third-party intermediaries in domestic and international transportation. Mr. Herman has represented clients in state and federal courts around the country. Mr. Herman has handled cases in numerous federal district courts, in addition to those of which he is a member, among them, the Central District of California, Northern District of Florida, Northern District of Georgia, Southern District of Illinois, District of Kansas, Eastern District of Louisiana, District of Massachusetts, Western District of North Carolina, and the Eastern District of Pennsylvania. While in Illinois, Mr. Herman served as a volunteer arbitrator with the Circuit Court of Cook County Mandatory Arbitration Program. Mr. Herman has represented clients before the Interstate Commerce Commission, its successor, the Surface Transportation Board, the Department of Transportation, the National Association of Securities Dealers, Inc., the Federal Maritime Commission, the Illinois Commerce Commission, and various other state regulatory agencies. Mr. Herman is listed in Who's Who In American Law and was selected by his peers for inclusion in the Leading American Attorneys Directory. For many years he has held the highest rating (A/V) in the Martindale-Hubbell Law Directory.
